More than 250 companies partner with United Way to improve our region. Thanks go to all of these organizations and their employees for raising resources through workplace campaigns, volunteering through HandsOn Mid-Willamettte Valley and sponsoring United Way events and activities.

2011 Designation Policy

United Way of the Mid-Willamette Valley (UWMWV) conducts an annual, community-wide campaign for the purpose of raising funds, recruiting volunteers, public involvement and commitment to community goals, and addressing high priority health and human care issues in Marion, Polk and Yamhill counties. Donor designated gifts are offered within that context as a service to our donors. UWMWV does not offer a corporate designation program other than to the Community Impact Fund or specific Community Impact areas or initiatives.

Accepted Donor Designated Gifts
United Way of the Mid-Willamette Valley will accept donor designated gifts within the framework of the following choices:

- a designation to the Community Impact Fund
- a designation to a specific impact area (Education, Income, Health) or UWMWV initiative
- a designation to a specific eligible organization or another United Way

Eligibility Criteria:
Donor designations must be $100.00 or more to a single organization and the organization must meet the following criteria to be eligible for receiving designations through the United Way campaign:

- Contributions to organizations must be fully tax deductible for the donor. Specifically excluded from this policy are political campaigns, political action groups, tuition, dues, sponsorship for fundraising events or other payment for services.
- The organization must be located in Oregon.
- The organization must be in compliance with all necessary registration and filing requirements for charitable organizations.
- The organization must complete an Agency Verification Form.

Exclusions:
- Organizations that are governmental and educational agencies or institutions, regardless of 501(c)(3) status. (Examples: Colleges/Universities, private/public schools, cities, counties, etc.)
- Designations that would result in the donor receiving a value, such as sponsorships, auction items, memberships or attendance at fundraising events.
- Designations restricted to a specific geographical area. (Example: Designated gift to Marion County only.)
- Designations directed to a specific program within an organization.

Fees associated with designated gifts
An administrative fee of 10% will be charged on all donor designations. This fee is mandated by United Way Worldwide and calculated based on the actual cost incurred by UWMWV to process the donor designation request. Designations made to other United Ways, regardless of location, will not be assessed an administrative fee.

Payment to designated organizations
On a monthly basis, as the designated pledges are collected, UWMWV will pay donor designations to organizations less the 10% administrative fee. The fee shall apply to all types of pledges (including cash, payroll, bill me, stocks), except Tocqueville gifts as noted in this policy.

Administrative fees are not deducted from designations to other United Ways.

Promotion of the Donor Designation Program
Organizations- both United Way funded, as well as non-United Way funded- are expected to promote the United Way concept when engaging in activities surrounding the campaign. United Way of the Mid-Willamette Valley reserves the right to deny eligibility for designated funds to any organization that engages in or encourages activities designed to result in direct designations to their own organization through the annual Untied Way campaign.

United Way Tocqueville Designations
Members of the Tocqueville Society (those who give $10,000 or more to United Way annually) will not be charged an administrative fee on their designation to agencies. As a result, funds forwarded to agencies are equal to actual collections.

To be recognized as a member of the Tocqueville Society, a significant portion of a donor’s gift must be designated to United Way’s Community Impact Fund, a Community Impact area, or a United Way initiative as follows:

Total Giving Level Minimum to Community Impact Fund or UWMWV Initiative:
$10,000 to $24,999 – 50%
$25,000 to $49,999 – $12,500 + 30% of amount over $25,000
$50,000 or more – $22,500 + 30% of amount over $50,000

Right of United Way to Refuse Designations
Federal government requires that an anti-terrorism verification form be signed annually. Designations will not be honored to organizations that do not complete an anti-terrorism form annually.
The United Way of the Mid-Willamette Valley reserves the right to refuse designations to any organization. United Way will attempt to find a suitable agency for the donor. If none can be found, United Way will return the pledge upon donor wishes. Said right is maintained within the authority of United Way’s Executive Committee and may be executed without showing cause. Previous forwarding of designations shall not be interpreted to negate United Way’s right to refuse, accept, or forward designations.
